Bob Garrett and his wife Barbara have 10 Grandchildren. Mr. Garrett was employed by a bridge contractor that was located in Knoxville. Mr. Garrett served in the US Army, with two years on active duty and four years in the reserve. Mr. Garrett worked for an engineering firm located in Knoxville, designing water and waste water systems in East and Middle Tennessee. Mr. Garrett was approached by Morristown Water System for the position to operate the water system. After 42 years of service he retired in January 2009. Mr. Garrett and his wife Barbara are members of All Saints Episcopal Church in Morristown, and is a board member of The Daily Bread. Mr. Garrett is a lifetime member of the American Waterworks Association.

"I believe in an open government the more open our government the more you, the citizen of the City of Morristown will have knowledge of the processes that impact our everyday lives." Mr. Garrett represents ward #1 on the Morristown City Council.
