Mr. Rooney has served on the Morristown City Council from 1967 to 1995, and his current term is from 1999 to 2003.

Mr. Rooney is a Veteran of World War II. He was in the U.S. Navy from 1943 - 1947 in the Asiatic-Pacific. He served on the USS LST 388, USS LST 861 and the USS Buckthorn in Operation Crossroads.

Mr. Rooney Graduated from the National College Chiropractic in 1954, and has practiced Chiropractic services since 1955.

He is a member of All Saints Episcopal Church, Morristown Kiwanis club (since 1955), Board of Directors for the Boys and Girls Club, American Chiropractic Association, VFW Post 5266 (Life Member) Scoutmaster of Kiwanis Boy Scout Troop since 1956, Executive Board Great Smoky Mountain Council-Boy Scouts.

Mr. Rooney has been awarded the Jaycees 'Young Man of the Year Award', Joe Q Dougherty United Way Volunteer Award 1981, National Boy Scouts of America OA Distinguished Service Award 1990, and the Dr. Stanley W. Erwin Leadership Award 1998.
