CORPORATION OF MORRISTOWN
FEBRUARY 21, 2006
The City Council for the City of Morristown, Hamblen County, Tennessee, met in regular session at the regular meeting place of the Council in the Morristown City Center at 4:00 p.m., Tuesday, February 21, 2006 with Honorable Vice-Mayor Kay Senter presiding and the following named Councilmembers present: Claude Jinks, Frank McGuffin, William Rooney, Rick Trent and Mel Tucker. Absent: Mayor Gary Johnson.
Councilmember Jinks made a motion to approve the February 7, 2006 minutes as circulated; Councilmember McGuffin seconded the motion. Councilmember Tucker requested that the minutes (public comments sheet) be amended to reflect that the Police Department would look into Ms. Lisa Lockhart’s complaint about the Metro Grill and report back to City Council. Councilmembers Jinks and McGuffin withdrew their motion and second to approve the minutes as circulated. Councilmember Tucker made a motion to approve the minutes as amended; Councilmember McGuffin seconded the motion and all voted 'aye'.
Mr. Jonathan Greene, a representative form the American Heart Association, presented certificates to members of the Morristown Fire Department in recognition of their CPR Training Program.
Councilmember Jinks made a motion to amend the McGill Associates Engineering Services Agreement for the Phase I Turkey Creek Sewer Line Replacement by adding inspection services for an amount not to exceed $107,700. Councilmember Tucker seconded the motion and upon roll call, all voted 'aye'.
Councilmember Jinks made a motion to adopt the following captioned Ordinance No. 3240 on first reading and schedule a public hearing relative to final passage of said Ordinance for March 7, 2006. Councilmember Trent seconded the motion and upon roll call, all voted 'aye'.

Entitled an Ordinance to annex and designate the zoning classification of certain territory and to incorporate same within the corporate boundaries of the City of Morristown, Tennessee. {Annexation of a 55-acre lakeside portion adjacent to the Windswept Development with the Zoning Classification of Planned Residential Development District (RP-1).}
Councilmember McGuffin made a motion to adopt the following captioned Ordinance No. 3241 on first reading and schedule a public hearing relative to final passage of said Ordinance for March 7, 2006. Councilmember Rooney seconded the motion and upon roll call, all voted 'aye'.

A discussion was held concerning a grievance letter sent directly to City Council by a Police Department employee. Vice-Mayor Senter stated that the City has a grievance policy in place; employees need to follow that policy. If City Council needs to be notified, the City Administrator should report it to Council as a communications issue.
Councilmember Tucker made a motion to authorize the purchase of the McCune property located at 401 South Mill Street at the price of $112,000. Councilmember Rooney seconded the motion and upon roll call, all voted 'aye'.
City Council convened as the Beer Board.
Councilmember Rooney made a motion to grant an On-Premise Beer Permit to Caballo De Oro Restaurant located at 1414 West Andrew Johnson Highway. Councilmember Tucker seconded the motion and upon roll call, all voted 'aye'.
Vice-Mayor Senter adjourned the February 21, 2006 meeting.
