CORPORATION OF MORRISTOWN
July 19, 2005

The City Council for the City of Morristown, Hamblen County, Tennessee, met in regular session at the regular meeting place of the Council in the Morristown City Center at 4:00 p.m., Tuesday, July 19, 2005 with Honorable Mayor Gary R. Johnson presiding and the following named Councilmembers present: Claude Jinks, Frank McGuffin, William Rooney, Kay Senter and Rick Trent; and the following named Councilmember absent: Mel Tucker.

Councilmember Jinks made a motion to adopt the July 5, 2005 minutes as circulated; Councilmember Rooney seconded the motion and upon roll call, all voted 'aye'.

A public hearing was held on the following captioned Ordinance No. 3223. Councilmember Jinks made a motion to adopt Ordinance No. 3223 on second and final reading. Councilmember McGuffin seconded the motion and upon roll call, all voted 'aye'.

Ordinance No. 3223
Entitled an Ordinance to amend the Morristown Municipal Code, Title 14, Chapter 2 (Zoning Ordinance), Section 14-215, Subsection 1 – Mobile Homes on Individual Lots, by deleting Subsection 1 in its entirety and substituting a new Subsection 1 therefor.

A public hearing was held on the following captioned Ordinance No. 3224. Councilmember McGuffin made a motion to adopt Ordinance No. 3224 on second and final reading. Councilmember Jinks seconded the motion and upon roll call, all voted 'aye'.

Entitled an Ordinance to amend the Municipal Code of the City of Morristown, Tennessee, Appendix B. {Rezoning of property on Murrell Road from Single Family Residential (R-1) to Moderate Density Single Family Residential (RD-1)}.

Councilmember Senter made a motion to adopt the following captioned Ordinance 3225 on first reading and schedule a public hearing relative to final passage of said Ordinance for August 2, 2005. Councilmember McGuffin seconded motion and upon roll call, all voted 'aye'.

Entitled an Ordinance to Annex and designate the Zoning Classification of certain territory and to incorporate same within the Corporate Boundaries of the City of Morristown, Tennessee. {Annexation and Zoning Classification of property along East Andrew Johnson Highway, Jaybird Road and Elwood Road as Medium Density Residential (R-2); Intermediate Business (IB); and Agriculture & Forestry District (A-1).}

Councilmember Jinks made a motion to adopt the following captioned Ordinance No. 3226 on first reading and schedule a public hearing relative to final passage of said Ordinance for August 2, 2005. Councilmember Trent seconded the motion and upon roll call, all voted 'aye'.

Entitled an Ordinance to Close and Vacate certain Rights-of-Way within the City of Morristown. {Closure of the undeveloped right-of-way known as Barron Circle and located between Parcels 36 and 21, Group A, Hamblen County Tax Map 33-E.}

Councilmember McGuffin made a motion to adopt the following captioned Ordinance No. 3227 on first reading and schedule a public hearing relative to final passage of said Ordinance for August 2, 2005. Councilmember Senter seconded the motion and upon roll call, all voted 'aye'.

Entitled an Ordinance to amend the Morristown Municipal Code, Title 14, Chapter 10 (Zoning Ordinance), Section 14-1002 – Uses Permitted and Section 14-1003 – Uses Permitted on Review, by adding/deleting certain uses to Sections 14-1002 and 14-1003. {Uses Permitted in the Intermediate Business (IB) District.}

Councilmember Senter made a motion to open the agenda and add an item relative to property for Fire Station #6; Councilmember Jinks seconded the motion and all voted 'aye'.

Councilmember Jinks made a motion to proceed with the purchase/swap of property on Davy Crockett Parkway for Fire Station #6 according to the City Attorney’s recommendation that Council authorize the Mayor and City Administrator to execute any and all documents reasonably necessary to consummate that transaction subject to the transaction being supported by the appraisal to the extent that the proposition that would be closed would be at least as good as or better than what we think it is. Councilmember Senter seconded the motion and upon roll call, all voted 'aye'.

Councilmember Jinks made a motion to accept Chief Honeycutt’s recommendation and hire Justin Cobb as an Apprentice Firefighter. Councilmember Rooney seconded the motion and all voted 'aye'.

Councilmember Jinks made a motion to accept Chief Honeycutt’s recommendation and hire Branden Snyder as an Apprentice Firefighter. Councilmember Rooney seconded the motion and all voted 'aye'.

Councilmember Jinks made a motion to accept Chief Honeycutt’s recommendation and hire Donald Paul Tucker as an Apprentice Firefighter. Councilmember Rooney seconded the motion and all voted 'aye'.

Councilmember Jinks made a motion to accept Chief Honeycutt’s recommendation and hire Matthew Brooks as an Apprentice Firefighter. Councilmember Rooney seconded the motion and all voted 'aye'.

Councilmember Jinks made a motion to accept Chief Honeycutt’s recommendation and hire Benjamin Lowe as an Apprentice Firefighter. Councilmember Rooney seconded the motion and all voted 'aye'.

Councilmember Jinks made a motion to accept Chief Honeycutt’s recommendation and hire Christopher Medley as an Apprentice Firefighter. Councilmember Rooney seconded the motion and all voted 'aye'.

Councilmember Jinks made a motion to accept Chief Honeycutt’s recommendation and hire Jeffrey Thompson as an Apprentice Firefighter. Councilmember Rooney seconded the motion and all voted 'aye'.

The City Picnic was scheduled for October 1st; the Council Retreat for October 29th and the Employees’ Christmas luncheon for December 20th.

Mayor Johnson adjourned the July 5, 2005 City Council Meeting.
