CORPORATION OF MORRISTOWN
MAY 18, 2004
The City Council for the City of Morristown, Hamblen County, Tennessee, met in regular session at the regular meeting place of the Council in the Morristown City Center at 4:00 p.m., Tuesday, May 18, 2004 with Honorable Mayor Gary R. Johnson presiding and the following named Councilmembers present: Claude Jinks, Frank McGuffin, William Rooney, Kay Senter, William Thompson and Rick Trent.
Councilmember Jinks made a motion to approve the May 4, 2004 minutes as circulated; Councilmember McGuffin seconded the motion and upon roll call, all voted 'aye'.
A Public Hearing was held on the adopted Plans of Service and Progress Reports for the following thirteen (13) annexations:
Ordinance No. 3074 143 Brady Drive
Ordinance No. 3096 Properties between Pope Road, Snyder Road, Lorino Park Road and E. Morris Boulevard
Ordinance No. 3110 Properties on the east side of Collinson Ford Road
Ordinance No. 3111 Property at East Morris Boulevard and Carroll Road
Ordinance No. 3125 Wallace properties on the east and west sides of South Davy Crockett Parkway near Exit 8
Ordinance No. 3126 The Parkway Inn property located at 5326 South Davy Crockett Pkwy
Ordinance No. 3133 4633 South Davy Crockett Parkway
Ordinance No. 3134 Properties in the vicinity of Fish Hatchery Road, South Cumberland Street, and north of Highway 160
Ordinance No. 3137 411 and 413 North Bellwood Road
Ordinance No. 3142 Properties between Old Highway 11-E, Shady Woods Road and parts of those rights-of-way

Mayor Johnson asked for Chief Honeycutt’s recommendations for the promotion of three Lieutenants and six Driver/Engineers.
Councilmember Jinks made a motion to accept Chief Honeycutt’s recommendation and promote Jim Hill to Lieutenant. Councilmember Rooney seconded the motion and upon roll call, all voted 'aye'.
Councilmember Jinks made a motion to accept Chief Honeycutt’s recommendation and promote Scott Moshier to Lieutenant. Councilmember Thompson seconded the motion and upon roll call, all voted 'aye'.
Councilmember Jinks made a motion to accept Chief Honeycutt’s recommendation and promote Chris Covington to Lieutenant. Councilmember McGuffin seconded the motion. Upon roll call, Councilmembers Jinks, McGuffin, Rooney, Senter, Thompson and Mayor Johnson voted “aye”; Councilmember Trent voted 'no'.
Councilmember Jinks made a motion to accept Chief Honeycutt’s recommendation and promote Matt Cober to Driver/Engineer. Councilmember Rooney seconded the motion and upon roll call, all voted 'aye'.
Councilmember Jinks made a motion to accept Chief Honeycutt’s recommendation and promote Allen Epps to Driver/Engineer. Councilmember Rooney seconded the motion and upon roll call, all voted 'aye'.
Councilmember Jinks made a motion to accept Chief Honeycutt’s recommendation and promote Mark Brewer to Driver/Engineer. Councilmember McGuffin seconded the motion and upon roll call, all voted 'aye'.
Councilmember Jinks made a motion to accept Chief Honeycutt’s recommendation and promote Paul Bean to Driver/Engineer. Councilmember Rooney seconded the motion and upon roll call, all voted 'aye'.
Councilmember Jinks made a motion to accept Chief Honeycutt’s recommendation and promote Robert Croxdale to Driver/Engineer. Councilmember Senter seconded the motion and upon roll call, all voted 'aye'.
Councilmember Jinks made a motion to accept Chief Honeycutt’s recommendation and promote William McDaniel to Driver/Engineer. Councilmember Senter seconded the motion. Upon roll call, Councilmembers Jinks, McGuffin, Rooney, Senter, Thompson and Mayor Johnson voted “aye”; Councilmember Trent voted 'no'.
Debi Stevenson, Executive Director of Keep America Beautiful, gave a presentation on the Annual Litter Index. Morristown’s score for the current year is 1.8; last year’s score was 2.1. (Scale of 1 – 4; with 1 being no litter and 4 extremely littered.)
Councilmember Rooney made a motion to declare six (6) sets of wooden bleachers from Frank Lorino Park as surplus property and to donate two sets to Kingswood School and four sets to the Bean Station – Mooresburg Little League. Councilmember McGuffin seconded the motion and upon roll call, all voted 'aye'.
Mayor Johnson adjourned the May 18, 2004 City Council meeting.
