Purchasing

The purpose of the Purchasing Department is to obtain all purchases for the City with an open and equitable process.  Vendors will be selected by various factors including but not limited to quality of service, past experience, vendor’s experience and dollar amount.  Public notices for goods and services above $10,000 are publicized in the local paper and coming in the future this website.  The City is governed by the 1983 Municipal Purchasing law.  Contact Purchasing at 423-581-4110 for bid specifications or other questions.

REQUEST FOR QUALIFICATIONS – Engineering Firms

The City of Morristown is soliciting Request for Qualifications from engineering firms/teams to provide Site Plan and Specification Review Services for various residential and commercial projects.

The firm/individual will not be considered unless they are properly licensed in the State of Tennessee and have a Firm Disclosure document on file with the State of Tennessee Board of Architectural and Engineering Examiners.

Scope of Services

The successful firm(s) will provide Site Plan and Specification Review services and will check to insure compliance with various City of Morristown Standards for Development including.

 City of Morristown Standard Street Specifications

 Manual of Uniform Traffic Control Devices

 Land Disturbance Permit Guidelines

 Work in the City’s Right-of-Way

Work shall include but not necessarily be limited to:

 Confirm that plans adhere to various codes and conditions of the City of Morristown for the site

 Applicable permits which are required

 Site specific design considerations including impact on adjacent properties

 Traffic Study and geometric roadway design evaluation including ingress/egress and any potential improvements as a result of the development

 Completeness of proposed plans with appropriate details that meet City of Morristown Standards

 Evaluation of storm water features and calculations

 Evaluation of minimal erosion control features

 Coordination with various utilities

Firms will be evaluated on the following:

 Firm Experience with Design and/or Review of Site Development Projects

 Similar Service on Other Projects

 Proposed Staff Availability

 Past Experience with the City of Morristown
